In my efforts to help someone else with the EX2 he actually found the source of his problem on his own.  He had neglected to mention that he had configured the device to use encryption.  As soon as he reconfigured the raid array to NOT USE encryption the transfer rates went up to a normal value.

Are you using encryption?  If so, turn it off.
