Files delete by users are not going to Recycle Bin except admin accounts

If any user is deleting a file or folder is not going to Recycle Bin for My Cloud PR4100.
Recyclebin Option is enables for all shared folder and auto clean is enable after 60 days, when I am deleting any files as admin user it will reflect in Recyclebin but from normal users it is not.
