Extremely Slow access

Our access to our EX2 Ultra is extremely slow. I have shut off cloud services to stop it from indexing while we are trying to work. We are using it for a file server.
We are running a 4T EX2 Ultra on our local network. We connect to it through a 32 port gigabit switch with Cat5 cables. I have 9 users set up to access via afp. There are 4 share points which these users access. Our computers are running Mac OSX 10.13.6. Firmware is updated to 5.05.111. We cannot keep working at these slow access speeds. We are trying to work and there are long delays.When I ping it it comes back at .5 ms average. Which confuses me as to why the computer access is slow slow. The memory runs at about 50% usage when no one is accessing it.
This is what it shows right now and I am the only one in the office.

I am open to any suggestions or we are going to have to ditch this and buy something with acceptable speeds.
