Ex2 ultra - Please inser hard drive(s) into the slots of the My Cloud EX2 Ultra

Background
I had a drive fail. Ordered a new drive. Before it came in, I had a second drive failure…
Bought a new EX2 Ultra and put BOTH drives in that new unit. Worked fine!
Now I’m trying to salvage the old EX2 Ultra by installing the two brand new drives that came out of the new EX2 Ultra.
I performed a 40 second reset
I am stuck in a loop:

Please inser hard drive(s) into the slots of the My Cloud EX2 Ultra system in order to setup the system properly. To purchase compatible hard drives, please visit the Western Digital Store.

Once the hard drive(s) is inserted, click Continue.

I’ve tried it with only one drive (yes - I tried it with both of them in slot 1) and still nothing.

Are there any other “reset” commands I can issue?
I tried :

ssh -l root 192.168.254.131 /sbin/shutdown -h now
ssh: connect to host 192.168.254.131 port 22: Connection refused

Can I connect a network or USB cable to this things and re-flash the firmware?
