Erroneous date/hour in dashboard advices windows

The dashboard windows’s  which gives advices orevents indicate the event hour’s in advance of about 9 hours.

Is it a bug ?

What is showing under Settings>General>Language & Clock?

The settings for time zone is correct GMT +1 for France.

But the selected line (Amsterdam) is changed : I had choosen the line Bruxelles, Paris
