Different smart data on same harddisks

I just bought 2 hard drives.
Both the exact same manufacturing date and the exact same type/model and the exact same firmware.

Yet I see 1 difference in smart values.
The seek error rate on the first harddisk is 100 to 253 (and raw values 0).
On the second harddisk it is 200 to 200 (and raw values 0).

As long as the raw values are 0, I don’t think there is anything wrong.

Can it be true that this differs per harddisk even though they have the exact same manufacturing date and the exact same type/model and the exact same firmware?
