D3dcompiler_47.dll error

I uninstalled update Microsoft update KB4022719 because it was causing Outlook to crash, but now, however, after the uninstallation I get a popup message when the computer boots up

wdappmanager.exe
The program can’t start because d3dcompiler_47.dll is missing from your computer.

Is this a WD issue or a Windows issues?

I thought I could simply uninstall and reinstall the software, but the uninstall won’t even work now thanks to Microsoft.

Thank you. You’ve fixed the issue. Just rebooted and all is well, then ran a backup and tested the restore and all is good. I can’t thank you enough.

Surprisingly that update does not get listed by Windows Update?!
