Using Windows 7 File Recovery on Windows 8, does choosing to Create a System Image clone my hard drive onto my WD Passport Ultra so I can replicate it (with programs and everything) onto a new laptop hard drive?

Second question: Does my WD Passport Ultra have a cloning app?

An image is different than clone. If you want to create a restore image or actually clone the drive I would use a third party progran like Acronis True Image.
