Cant find any channels using Plex for Live TV on a NAS

I’m using PlexServer on my MyCloud Ex2 Ultra and my goal is to watch Live TV regarding my local channels (Germany) on my Samsung TV.

i’m using the following components:
NAS: MyClod Ex2 Ultra
Tuner: Happauge WinTV-dualHD
System: Windows PC (Win 10)

I installed the Plex Server on my NAS and connected the Hauppauge dualHD via USB.
In the “Live TV & DVR” Section Pley recognized my Hauppauge dualHD, i choosed my Country and Postal Code and did a channel scan.
But it can’t find any channel, no matter what cable network i use (like DVB-T/T2 Germany, DVB-T/T2/Europe, etc.) i tried them all. I tried scanning via Cable and Antenna, but no channels can be found.

I even created a custom ini-File and put it in “plexmediaserver/binaries/Resources/Tuner/Shared/scanners/dvbc/transponders”. I could select it before channel search. but still no channels found.
What am i doing wrong?
