Cannot connect

I have the device for 3 years, not used for a while.
I can no longer connect.
Light on and solid. Ip is assigned by the router.
Device not found by app.

60 sec reset - led is blinking but will never turn solid. Not seen by the router.

Power reset - led is back to solid on but not found by app.

Tried using the security code but still not found
