It’s a WD My Passport ULTRA

Cannot access my photo collection - I’ve not protected this folder or any folders
I get “you don’t currently have permission to access this folder”

I am in UK library and it wants to install a programm- but Im not allowed

If your drive is formatted NTFS, then you HAVE protected the files and folders with NTFS ACLs.

You didn’t do it deliberately, but that’s how NTFS works.

And since the library PC you’re using probably does NOT have admin privileges, it’s not going to let you open files that are owned by your User ID (as it exists on your normal PC.)

Not much you can do about it where you are, I’m afraid…
