Cannot access MBLD at all

I disconnected my MBLD but recently had to reconnect it. I had given it a static IP 192.168.254.18, but another device has now taken that address. My router, a netgear 7550, shows the address 192.168.254.18 as an Amazon device. Advance IP Scanner doesn’t show the .18 address but does show .19 and .20 for the Amazon. How can I reset the IP if I can’t access it?

Addendum - I ran arp -a from the Command prompt and the reserved address does not show. I reserved that address on the router for the MBLD.
