Device setup appears to be one aspect of operation that was affected by the problems WD were having.

Having said that, yours sounds more like a local network problem if you can’t access the Dashboard. If you can access the Dashboard, you can set up the MyCloud without needing the automatic setup tool.

How is your device connected to the Mac? Directly? Or via a router or switch?

How are you trying to launch/access the Dashboard? You should be able to access it in Safari, by entering http://wdmycloud.local in the address field.

Can you find out the IP address of your MyCloud in your network (via the router control panel, for instance), and then enter that IP address in a web browser?
