Can I safely delete folders/files under the $RECYCLE.BIN folder

I just noticed the $RECYCLE.BIN folder on my iCloud. I assume any files/folders deleted, say through Windows Explorer, show up here. Can someone confirm. Also, please confirm if I can safely delete these folders/files. Thanks in advance…John

Instead of iCloud I mean my 4TB MyCloud. I have Win 10 PC. Is the $RECYLCE.BIN a system file or can I delete it. I don’t recognize the folders and files in this folder and I didn’t put them there.
