Which version of the Mac OS are you on? If you are on High Sierra 10.13.x then you might have to choose the view option in Disk Utility and select all devices. Then attempt to format both options of the external caddy. If that still doesn’t work then the device itself could be defective and you should get a replacement from the place of purchase.
