I have just bought a new WD My Cloud. When I got to work I noticed I have full access to all my files on my iPhone.
My question: is data from WDMyCloud synced to web cloud?

Presumably you’re using the WD app for iPhone to do the accessing?
There is no “web cloud”, the app is accessing your MyCloud directly via your home router. So what you are accessing is your drive at home (or wherever) rather than any kind of duplicate or mirror of it in the cloud.
