Access issues after a power failure

I recently had a power failure at home and the LAN interface failed to come back up. After several 4 second and 40 second rests I can see the drive, the users and the shares but only the files in public that are Photos, Music and Videos.

I can see that there are other files and the space taken up by them. I cannot edit the rights to the public, or my created shares so that I can access them. User access is greyed out.
If I create a new user, that has no access to Public either.
