Access is denied

Here is our problem: we have a domain controller server 2003 and all the users (our employees) are unable to delete or edit file names in sub-folders of the public folder.

Please instruct me as to how I can remedy this situation, so that all our employees have the ability to delete and edit files in the public folder sub-folders.
