Access files from Mobile Phone which is not on the same WiFi

I have the WD wireless Pro 4 TB HDD. Ii is connected to the internet and I can access it from my mobile phone using My Cloud OS 3 app if the phone is connected to the home WiFi.
My question is, can I access it from my phone if I am outside and not connected to the home WIFi?
