Strange, but i can’t get to the bottom of this. Any help would be appreciated.
Running a Dell 9010 with Windows 7 64bit. The device in question is a My Book Essentials 3TB USB 3.0 Here is a laundry list of details and what i have tried thus far.

This device used to work on my machine just fine up until a couple of weeks ago.

It works on all other computers just fine. Many of which are the same model as the Dell i have.

I have tried all USB ports on my system to no avail.

All other usb key and drives work just fine on my system.

It shows up in the Device Manager under the Disk Drives section as “WD My Book 1140 USB Device”. The error says, "This device cannot start. (Code 10)"

It does not show up in Disk Management as a drive or volume at all.
7. I have tried reinstalling drivers. I have uninstalled, rebooted and reinstalled from the device manager, all to no avail. -
I have booted in safe mode and the behaviour is exactly the same.
