WD Elements Disconnects After Reboot

I have a 1TB WD Elements HDD - it is working reasonably well…but the drive disconnects from the sytem (and others) whenever Windows is restarted.  The only way to make the drive accessible upon booting into Windows is to disconnect and reconnect the drive - upon doing so, it returns to normal. 

I have a 1TB Toshiba HDD that connects using the same interface which does not exhibit the same behavior.  All drivers are up to date and verified.  I am running Windows 7 on a Lenovo Y580:

Pentium i7-3610QM (2.3GHz)

8GB DDR3 RAM

512GB SSD (Crucial)

I have searched far and wide for an answer to this strange problem and have found really nothing that helps.  The drive exhibits the same behavior no matter what computer it is connected to.  So, it is not machine specific - it would be device specific.  I will try another cable after I have finished a clone operation I am performing on the Toshiba HDD to see if it is related to the cable.

I am at my wits end…if anyone has any input I would REALLY appreciate it.

is that a desktop version or a portable one?

If you test the drive on a different computer, does the same?
