How to reformat a passport drive

I am working with a veteran who had a stroke and doesn’t remember anything about his computer. He had an older portable that was terrible - with a Passport drive that had stopped working. 

The info on his blue passport drive is:

Tag on cable says Part# 4064-705107-000  JEMSHE291120 JM Lot Number

On back of drive p/n WDBBEP0010BBL-01  S/N [Deleted] 1913B R/N C88 DAAGGA PRODUCT OF MALAYSIA

WD Passport drive color Blue bought about  1 year ago

His old computer was running windows 7 and this passport appeared to be full and stopped working.

I am trying to attach it to a new Dell running Win 8 64 bit - when I plug it in it recognizes the drive but then seems to hang and I can’t open the Passport drive to see what’s on it. I really want to reformat it and start anew. 

I have already transferred his important data from his old cpu to the new one, but I need to get the passport drive working again so it automaticaly backups up his data.

How can I reformat this so it works again with Win 8 ?
