Cannot eject passport from pc

I resorted to erasing the whole drive (there was not much on it) I went into task manager and stopped all wd processes from running, doubled check in miscoding. and I disabled my antivirus and antiperspirant (Eset NOD 32) but I still am getting " cannot stop passport because another program is using it"
