When I create a new user, under Share Access there are no radio buttons - just checks under the “+” and under “Full Access.” There is no way to give limited access to any of the Shares.  Any ideas?

Sounds like all your shares are set to Public.

Check the SHARE settings and make sure the correct ones are set to PRIVATE.
