What's the difference from Users and Shares permissions?

They are both to give permission to readonly or full access on shares, why there’s two different permissions panels, and what do they differ?

Just a different way of presenting the same information;

One shows users and their allowed shares,

The other shows shares and their allowed users.

Inconsistency and incompatibility problems.

Huh?

You can set ambiguous settings in each one, I don’t know why not use only one permission panel, I couldn’t access a share because one was set with permission and another wasn’t.

Well, that has nothing to do with why there’s two different Permissions panels…  they both present the same information in different ways.

Perhaps you could post a screenshot of what the issue is you’re having?

My user had permission to a share, on ‘Shares’ tab, and had no permission on ‘Users’ tab and I couldn’t acces the share, so I had to add permission to my user on ‘Users’ tab too, meaning I had to insert permissions on both tabs to access the folder.

If I gave permission to an user on ‘Share’ tab, that implies that he should has access to the folder.
