Hybrid hard disk drive (hdd with built-in solid state memory for quick start up)

Why don’t you make hard disk drives with a built-in solid state memory intentionally designed to store an operating sytem during shutdown so that when it starts again the operating system of a computer is more readily available to be deployed from the solid state memory rather than waiting for the time consuming spin-up read and write operation of a hard disk during start up, besides, as we all know, a solid state memory operates far more faster than a spinning hard disk drive.
