Can't Format New WD30EZRX

Windows 7 32-bit. Initialization was successful but when I try to create a simple volume under NTFS I get a formatting error:

 

        "The format did not complete successfully."

 

I end up with a drive that appears healthy but RAW, and Explorer doesn't read it.

 

All BIOS and drivers are up-to-date. What's the holdup? Do I need to change something

Solved:

 

I had the new drive in a USB 3.0 docking station. As soon as I connected it to the internal SATA bus it formatted fine.
