Windows 7 x64 on WD10EARS slow!

I have Western Digital Caviar Green WD10EARS for some six mounts, and now i have information that this drive has Variable RPM. I have installed Windows 7 Home Premium x64 and I have performance slowing after user log screen.

I have to wait for 5-6 minutes (after loading internet connection, NOD32 antivirus, and all other process of programs on startup are disabled) to get the performance.

How to fix this issue? How to make it operating all-time in 7200RPM?

Core i5 750

Asus P7H55

4GB RAM DDR3

GeForce GTS250 1GB

The spin speed is not variable.

The access time is just like 5,400 RPM HDD’s on the link. 

The access time “line” is about 10msec wide. This is the time required for one revolution of a 5400 RPM drive.
