I/O device error and Life Guard quick test not completing

My new Western Digital blue WDE1MS1600 1 TB internal hard drive is giving an I/O device error when I try to initialize the drive in Windows 8.1

I have tried with different SATA data and power cables.

I ran the quick test with Data Lifeguard tool for windows. The test gets stuck and never completes. I was forced to abort it after one hour. The SMART Drive information is as follows:

Based on the information you have provided and the fact that the DLG diagnostic does not complete I believe your drive is defective and needs to be replaced.  If your drive is still under warranty you can get an RMA.
